ISP's to pay for music piracy?

The RIAA has come up with a new idea: ISPs should pay for music swapping (via Tomalak's Realm). The music industry wants to bill ISPs who should then pass the cost on to their customers (if possible those using file swapping services). Huh? What next? Publishers billing the postal services because you can send photocopies by mail? Or the phone company because you could fax copyrighted material over their lines?
